24 M'SIANS UNFURL PROTEST BANNER OUTSIDE S'PORE POLICE HQ BUT WHY NO ARRESTS?

24 Malaysians protested against a Singapore investment firm which cheated them of more than $134,000. The group brought out a 5 metre long banner shaming the cheat and unfurled it outside the Cantonment Singapore Police HQ.

The Singapore Police did not arrest the 24 Malaysians despite public protests being banned in Singapore. Is this a double standard in the execution of the laws of Singapore?

Why should some be arrested for public protests while others are let go? What are the grounds for difference applications of the laws? It would be prudent for the authorities to clarify their course of action.
