LAZY & SELFISH PRC SCHOLAR TRIES TO GAME OUR EDUCATION SYSTEM

Dear All Singapore Stuff,

I'm taking my A Levels this year. My school also hosts foreign students in the school hostel, all of which either government/scholarship or privately funded. Most enter in Sec 3 and follow through to end of A Levels. I have one of these foreign students in my class. However since last year he has been displaying certain behaviors that have been negatively affecting everyone around him.

As a start, this student constantly dozes off or plays his phone in lectures and tutorials, and for several hours straight. Now here's the thing, that by itself wouldn't be an issue if he knows what he's doing, but it seems that he isn't. He has been blacklisted from CCA, brought into remedial lessons, and barely made it past J1. In lessons, the more pro-active tutors waste time and resources in constantly paying attention, sometimes unwittingly at the expense of the class. I'd say this efforts go into waste as he doesn't bother doing even the basic exercises given. In daily interactions, he isolates himself and always joins his clique that joined him from overseas (can't find a better way to put this across).

Spoke to him a bit and asked around his social circle along with mutual friends. Seems that he is in essence, trying to game the system. He's on a govt scholarship, but when asked further, has told us he doesn't really care about the A Levels. Rather, his intent is to take the SAT and have the A Levels as a excuse to be funded for his stay here, hence the almost zero effort in school. Rather confusingly, when asked about why he refuses to mingle around with others, he replied that he thinks Chinese is a superior language and hence doesn't bother improving his English to better interact with us. I put this is confusing as isn't the point of taking SAT is to go to US & Europe, where English is the dominant/primary language?

Now, part of me and my classmates has already given up and can't care less about him. The thing is, would it be the correct thing to inform the teachers of his attitudes and intentions "studying" here?

I HIT SBS BUS WITH 'NO' DAMAGE, SHOULD I OWN UP OR ACT BLUR SINCE DRIVER UNAWARE?

today in the afternoon i tried squeezing to the filter lane turning right at the traffic light (my mistake) there was a sbs bus to my left and my left mirror hit and broke. fortunately the whole mirror did not come out just the plastic cover dropped and the mirror cracked.

i did not know what to do and stopped beside the bus but did not get down. i look at the bus and it did not have any visible damage maybe just a scratch and i waved sorry and but i am unsure if the driver looked.

may i know what is the procedure to do now? i plan to ownself repair the car as it is my uncle and he is overseas. the shop say just repaint the cover and replace the mirror. i plan bear the cost on my own without insurance being involved.

do i now report to the police or go down to the bus station tmrw? Pls help, first time getting into this and i did not know what to do

dont want to get into serious trouble so i would like to report to the correct authorities before anything happens! thanks

SEC SCHOOL BOY DONATED ALL HIS POCKET MONEY TO HANDICAP TISSUE SELLER AT MRT

While heading to school today, I saw a lower secondary school boy counting his coins near an escalator of a MRT station. He looked worried so I wanted to approach him and ask if he needed money to head home.

While I was inching towards him, he moved in the direction of this handicapped lady on a wheelchair, selling tissues. I stopped next to him, thinking that he may be asking the lady for a few more cents since there was no one else around.

Then he said in Mandarin/English , "Auntie, this is all I have left for today. You can have it. I don't need the tissue." "Thank you thank you ah boy, very nice of you. May god bless you ah boy."

He smiled and walked away in an opposite direction. Kudos to you boy! ‪

MDA ORDERS THE ONLINE CITIZEN WEBSITE TO RETURN $5,000 IN UK FOREIGN FUNDING

On 4 March 2016, the Media Development Authority or MDA ordered that The Online Citizen website return advertising revenue received from a foreign company. On 10 April 2015, an overseas company Monsoons Book Club paid TOC S$5,000 for advertisement services.

As TOC is registered under the Broadcasting (Class License) Notification which is engaged in the "propagation, promotion or discussion of political issues relating to Singapore", TOC is not allowed to receive monetary funding from foreign sources unless it is for bona fide commercial purposes. MDA claims that MBC is a non-commercial foreign entity, thus breaches TOC's license conditions.

TOC has 30 days to return the advertising money to MBC.

MY SON NEARLY DIED AFTER ALLERGIC REACTION TO SAF ANTI-MALARIA DRUG MALOPRIM

I'm sorry for your loss and can feel the pain of losing a son. I know because my wife and I could have loss our son if not for my wife's insistence to seek proper medical attention and treatment of our son when he was a recruit. I agree with you that it's up to us parents look after the well being of our sons when they serve the nation but I'm afraid it's not enough and neither can we, firstly we can never be with our sons all the time(especially when they are in the field or camp) and secondly parents may not be knowledgable enough to do the right thing.

After my son's case I have come to form the opinion that we are all being exploited just like our ordinary working Singaporeans are being exploited without minimum salary hence the influx of cheap labour. Let me explain why. When our son was a recruit he was given anti-malaria drugs. Our son have record of allergy to some medication. Each time he was given anti-malaria drugs he would fall ill, developing fever and skin rashes. Instead of further investigation they loose no time in sending our son home.

As parents of course we want to be able to care for our son but it also daunt on me that they are as quick to relief themselves of responsibilities because once my son leaves the camp all the responsibilities in getting medical attention and the fate of our son is left to us. Those earlier few times our son's condition was not as severe and recovered after a few days but the army did not look into if its a case of allergy to the drugs given in the camp. Then in the days before our son could complete his basic military training he fell ill again after given anti- malaria drug, if I remember correctly it's called maloprim.

Again he was sent home, we have to go to fetch him. This time our son's allergic reaction was severe, in fact fatal. He was bedridden for many days with bulging rashes all over his body, fever, breathless and other symptoms. He had to be hospitalized but doctors there could not properly diagnose his illness but pass it off a some kind of virus. As this time it was so severe it prompted my wife to research on what might be causes of our son's problem. My wife felt strongly it was due to our son's allergy to maloprim and shared this information with the doctors but they all brushed her aside.

Subsequently our son was not recovering and was transferred to Tan Tock Seng hospital and isolated for observation. There my wife again seeked out the hospital's specialist and again prompted them to investigate the plausible cause of my son's medical problem being due to the reaction to maloprim again they brushed my wife aside. We were desperate and concerned for our son as we feel they have not diagnosed our son's illness correctly.

At that time a junior doctor ( a pinoy) was attending to our son. In desperation my wife printed out documents( from Internet) to support her opinion that all the symptoms that my son developed is typical side effects of consuming maloprim. After that the pinoy doctor was convinced and it was after this episode that the hospital acknowledge that my son's illness was due to reaction to maloprim given by the camp.

After that luckily our son recovered. Since then we have also heard of some NS men died after consuming maloprim. After this episode I am convinced that we the citizens of Singapore are just being exploited. No one in the G or the army bothers to look after the well being of our sons while they serve the nation. No one bothers to check if anti-malaria drugs are safe for every NS men. Even when we prompted them to check they brushed us aside.

I was having a pretty lovely day before this shit had to happen. So the Indian guy on the right sat beside this bitch. Immediately she bounced off to the next seat covering her nose n tsk at the guy, giving him the how dare you sit beside me look to him.

Poor guy felt very embarrassed n I can tell the confusion on his face whether should he continue sitting or stand up. When the bitch looked up, I gave her the death stare. I would have given her a piece of my mind but I had to get off the very next stop.

I openly took a picture of her n got off the train. I'll jus leave her to the mental torture on what I am gonna do with her picture.

ps: thanks for posing. you are fucking ugly.

ION ORCHARD TORI Q SELLS CHEAP CP GYOZA AS THEIR OWN PRODUCT

Dear Editors,

After the Bread talk case on Yeo's soybean milk. I think is another call for people to open their eyes. This happened recently, I used to like Tori Q bento's even though they were tad pricey.

This happened in front of me at Ion Orchard's outlet, the queue was rather long. Halfway when I was queuing, the guy who was "grilling" inside took out a packet of "CP gyoza" and dumped it into the fryer.

Upon choosing my sticks of food, I found out that they're selling fried gyoza but isn't it cheating?! Since it's rather simple "CP gyoza" yet they are selling at a much higher price.

Just my set of advice for commuters to keep a look out because you can actually save a huge amount just by getting it from our local supermarkets.

BENJAMIN LIM'S MOTHER IN MENTAL BREAKDOWN AFTER HARASSMENT BY ONLINE TROLLS

Responding to online trolls on a popular local forum, Terry Xu, Chief Editor of The Online Citizen slammed them for spreading untruths about Benjamin Lim's family members. Mr Xu shared that Benjamin's mother was "now in mental breakdown because of all the comments as the above sent to the email address and the kind of accusation put against the family."

The Editor of The Online Citizen was forced to respond to online trolls after one forum user "p_eppermint" crossed the line with his defamatory and scandalous rumour-mongering.

'p_eppermint' claimed that Benjamin's father was his ex boss from Aug 2015 to Feb 2016 and made unsubstantiated unsavoury rumours about the family's situation. He said:

"whether he's the sole breadwinner or not, that I dunno. all I know is that the parents are divorced. the father is a gambling addict. step into his ofc n u will see bottles of rws mineral water which he offers to his clients. he frequently has free passes to sentosa, free hotel stays at rws, free hotel stays at genting etc. of cos the free hotel stays at rws he keep for himself la. the rest he'll give his staff.

he even goes to the extent of flying to Las Vegas to gamble for God's sake. he has a gf now. apparently sgrean but she looks exactly like a China girl lol. why I know? there was once he actually brought her to work.

many other things la, too many to say. whether he's a good father or not, I dunno. can't comment on that. for sure there are no fathers that don't love their son n wouldn't be hurt by what's happened. but I seriously doubt his reasons for doing all this. if the family really wanted to grieve in peace, he would have made that clear from the start."

It is unbelievable the lengths some individuals will go to destroy an already downtrodden family facing the grief of losing their son in such an unjust manner. We hope our readers will respect the family and give them the peace and space to grief in this difficult time.

Ah Hui, is everything alright at your end? What are you doing now? Did you receive those latest gadgets we sent to you? There are those games that you wanted so much but we didn't buy for you because they were so expensive... and the computer that you have been asking for... are they useful to you at wherever you are now?

Don't worry about us, everyone in the family is alright. We miss you a lot... if you are able to read this message, do come into our dreams and let us know that you are alright too...

And ya, before I forget, the Ministers are saying that you molested a girl? They are saying you followed the girl to her block and went into the lift with her, and molested her? Now it rings a bell... I recalled you said there was this girl staying at neighboring block, you like her and that she is cute... Is she the one? You couldn't have molest her, we do not believe you will do such thing.

The Ministers said there is CCTV recording in the lift... perhaps this CCTV recording can eventually help to clear your name. Daddy will seek justice for you. Let's us wait patiently for the CI, let us not speculate further... People wrote to us, saying very nasty things about you... saying that you are a molester because the Minister mentioned in Parliament that you probably will receive nothing more than a warning.

People jumped into conclusion that you are guilty... that you are now guilty of a crime that you may not even have committed! But Ah Hui, daddy has taught you to be a reasonable person. What is right, we fight for it. What is wrong, we admit it.

Do not point fingers at anyone for now, let the investigation be completed and let the judge do his findings. All you need to know now is, we believe in you and we love you!

BLEEDING FOREIGN WORKER IGNORED BY KTPH NURSES UNTIL KIND LADY STANDS UP FOR HIM

Something i experienced and want to share...

So i went to KTPH on 3rd March at about 8pm to send my mum, because she was having bad stomach flu. After doing some registration, we had to wait for the nurse to call our number to do some check-up. There was me, my sister and my brother. While waiting outside the room. I saw an indian worker walked in, with two other indian worker. One of them had his hand on the left covered with handkerchief. And the handkerchief was covered with blood. He was walking back and fro from the registration counter and the toilet. Probably because he dont know how to stop the bleeding.

So many people witnessed him. He looks very very tired and exhausted. Almost faint face he got. I looked at him with a very very disheartened emotions. The doctors and nurses saw him. But no one went to ask if he was okay. His both friends went to register his particular. So he was sitting beside me. I looked at him from top to bottom. And make a fuss to my brother. Saying that nobody attended to him. HE WAS BLEEDING PROFUSELY. I repeat BLEEDING PROFUSELY. and no one attend to him.

So i told my brother can someone do something. Because im really sad to see him in so much pain walking around with covered with full blooded handkerchief. So my brother went to the counter, and told one of the nurse personally. Only then, the nurse attended to him. After checking him, he went out with some kind of wrap that the doctor provide, to stop his bleeding.

To my shocked, the nurse came back to my brother and say " he actually broke his bones ". Im like... :( From then on. I keep on a lookout for him. Incase he needed urgent help.

HIS BOSS ARRIVED LATE, and WENT BACK EARLY. And DID NOT EVEN ACCOMPANY OR ASKED HIM IF HE IS FINE OR NOT no sense of humanity huh?
After then, i settled my mum document and everything. And parked her wheelchair near the payment counter. Because we need to wait for other reports. And i didnt realize, the same indian guy was on the wheelchair beside my mum. His hands was stitched, and bandage. But he was on drip this time. But the bottle was smaller unlike the usual one.

He was very pale, and sick, and tired, and sleepy. I literally kept a look out for him because i guess not all will actually gave a helping hand to such person. Simply because SOCIETY IS JUDGEMENTAL.

As we were waiting, i saw his drip stopped. So i told my sister. My sister went to the nurse and told the nurse abt him and his dripped. The first time. The nurse ignored. So we just kept quiet. The nextime i looked at him, inside the tube that was connected to his dripped, there was blood. So i told my sister again. She went inside and told the nurse. The nurse went out to adjust for him. So the dripped continue as normal. While waiting again, the dripped stopped. I told my sister again. My sister went into the room again, and inform the nurse abt it. The nurse didnt come out and attend to him, tho she acknowledge my sister and said " OKAY ". We thot they were preparing another bottle of drip. But no. They didnt. And attened to others.

The next thing i saw was his tube was covered with more blood. Like literally blood flowing out inside the tube. I told my sister quickly to call the nurse. Only then the male nurse came out and took out the dripped. Because there was no more dripped!!! By then i already settled my mums report. And there was a commotion abt him and his friends because th nurses was finding his boss. But his boss went back.

I share this story because, personally i feel that in Singapore. These are the people we need the most, who worked non stop, left their families to find a bowl of rice to feed their families. These are the people who build our homes. And these are the people who risked themselves during rainy days and in the dark. and i want people to have a sense of humanity. Theres so many people who went in and out of the hospital. And theres so many cases happening.

But its not wrong isnt it to attend to somebody who really is in need?? More over he was bleeding. With alot of blood. He wud prolly die because he lost alot of blood. But if everyone is ego and doesnt want to help simply because he is not local, or wtv you guys thing. Its unfair. This guy might be somebody dad, this guy might be somebody husband, this guy might have a baby who still needs him. So why? Why do we not have some sense of sympathy or atleast humanity?
I hope this guy gets well soon and hope his stitched will heal soon. In shaa allah.

RUDE BUS DRIVER REFUSED TO WAIT FOR LITTLE BOY'S FAMILY TO BOARD

On 1 Mar 2016, i boarded Bus 804 from Yishun temporary bus interchange home, plate number SMB8004Y as u can on the picture. I was the last to board and there were less than 10 passengers in the bus. I heard fast running footsteps behind me and this little Malay boy age around 7 boarded the bus and told the bus driver "Uncle, please wait for my mother she is behind..."

The bus driver ignored and closed the door. Using a very harsh and rude tone "Next time if you cannot catch up, board the next bus!" I turned to look, the poor mom was running towards the bus along with 3 small kids and that is only when the driver opened the door for them.

I mean seriously? You cannot wait for less than 10 seconds??? And why would you want to close the door and scared that poor kid? He chased the bus knowing his mom is unable to run fast with 3 young children.

I saw the driver name on the glass displayed as Mr Lee Cheng Cai (if you are not this person i am sorry). Please be patient with the passengers as i think such ugly manner is not necessary for this poor little boy.

WHY PROTECT MY COUNTRY WHEN MY COUNTRY DOESN'T PROTECT ME?

So two pieces of army-related news broke out in Singapore over the past couple of days. A YouTuber-turned-movie-actor was sentenced to 9 months in detention barracks (the army’s version of prison) for smoking weed, while a platoon sergeant escaped jail time for killing a private.

Hmm, strange huh?

For my international readers and those who aren’t quite up to speed with the matter, here’s a bite-sized summary of the whole incident thus far:

21-year-old private Dominique Sarron Lee collapsed after his commander, Captain Najib Hanik Muhammad Jalal, decided to throw more smoke grenades (six) than he was allowed to (two) during an urban obstacle training exercise in April 2012. The former went on to suffer an allergic reaction from the excessive zinc chloride in the smoke (as certified by the Health Sciences Authority) and died in the hospital shortly after.

Then-Defence Minister Mr Ng Eng Hen agreed in Parliament that safety breaches led to the deaths of Private Lee. The Committees Of Inquiry also believed that “if the Training Safety Regulations had been complied with, Lee and his platoon mates would not have been subjected to smoke that was as dense as that during the incident”.

Despite the evidence, lawsuits filed against the Singapore Armed Forces, the platoon commander, and the chief safety officer of the exercise for negligence on their part were subsequently thrown out of the court.

And as if losing a son to his superiors’ utter incompetence isn’t enough, the courts decided to stick its finger to the Singapore Kindness Movement and ordered the victim’s family to pay the legal fees of all three parties involved, which amounted to around $22,000!

Talk about rubbing salt on the wounds.

OUR CAR WAS ROBBED AT NEW SHOPPING PLACE IN JB, S'POREANS BEWARE!

Incident happened on 5 March 2016 at Kilang Bateri, Johor Bahru.

Dear Singaporeans, please be aware of car robbery case happened at Kilang Bateri, Johor Bahru.

I was with my mom, brother and his friend to this new shopping place for some recee and dinner for about 1 hour 30 minutes. We are unsure of what time this incident happened after we parked our car. We were prolly there between 7.40pm and 9pm. They stole DSLR Canon 550D with some medical ointment in the camera bag. We believe, we cannot get back the item that were stolen as there were no eye witnesses.

Please be aware of this place!!!! Share among your family and friends to stay alert while they are in foreign country, especially in Johor Bahru.

From out of nowhere and without hesitation, a bunch of workers sprinted over to help Jon push aside a car that had broken down in front of us. A good 10 cars piled up behind us and not a single person came to help, but instead honked at us.

So quit this xenophobia rubbish about transient workers because they deserve so much more credit. Thanks, you guys.

PAYA LEBAR COLD STORAGE SOLD ME MOULDY AND ROTTEN STRAWBERRIES

I bought a fresh punnet of strawberries from Cold Storage at Paya Lebar on saturday, the shop assistant had just put these on the shelves! When I opened the box on that day to give to my daughter for dessert, I found a mouldy and rotten strawberry. I am not impressed!!

HELP! MY PRC WIFE IS CAUSING TREMENDOUS MENTAL DISTRESS TO ME AND MY FAMILY!

Dear editor,

I have known my PRC wife for 6 years plus before we ROM-ed last year. We are living in my parent's house till she gets her PR. But recently, she said she could not stand the way my family handle things and accuses us of bullying her.

Now my family is in tremendous stress as she will make a scene in dead of the night and wake the whole family up. She is not working at the moment but the rest of us are. She keeps repeating that she wants a divorce.

I have checked online but the law society website stated that we need to be married for 3 years before we can proceed with the divorce.

Also, due to her excellent timing to make a scene, I'm worried about my parent's health. If she makes a scene again, is there anything we can do? She says that we are psychologically abusing her, which I admit, that sometimes I used inappropriate words like siao or idiot.

Also, can her actions (making a scene) considered to be causing mental distress to my family?

CAN I NEVER HAVE PURE PLATONIC RELATIONSHIPS WITH GIRLS?

Dear All Singapore Stuff,

Sometimes I feel that it's difficult to maintain a platonic friendship with my female friends. An example would be when you just show some care and concern to them and they will start to fall in love with you.

Used to have this female colleague which I am quite close with during work but didn't really progress as I don't have the bf gf feel for her. So I didn't want to mislead her and went ahead to friendzone her by calling her sister.

So back to the story, sometimes I will buy her sweets and drinks back from lunch to treat her which I also did for many other colleagues. And there was once she fell sick at work and I decided to show my care as a friend and went to buy a herbal tea for her during lunch break. As she looked really sick so I offered to send her home on that day and she accepted.

After she reached home, I received a text msg from her saying "How I wished I am not your sister" which stunned me for a second. I replied her telling her not to joke and go take a rest. Deep down I know she really meant it.

I have already taken my steps to make it clear that I treated her just like a sister however it seems I still can't prevent her from liking me.

Is it really true that guy and girl can never have a platonic relationship?

WE STAND WITH DOMINIQUE'S FAMILY, DONATE TO HELP COVER LEGAL COSTS AGAINST THE SAF

Dear ASS Editors,

Many of us have read about the case of Dominique Sarron Lee's death, how his family's suit against the SAF was rejected, and how they are now being made to pay the legal fees of the defendants. I spoke to friends and a few complete strangers, and I haven't yet met one person who doesn't feel that something is not quite right.

I have thus created a crowdfunding campaign to gather funds for his family. The aim of the campaign is to show through our numbers and actions that we stand with Dominique's family, that we feel that they should not be made to pay the court costs of the defendants, especially since breach of protocol was established. It is not to show contempt or anger at the ruling, or even to try and force a change in the law in the short term. Let us on our own accord simply stand together with Dominique's family in this moment when they feel most worn-down, beaten, and defeated, and give what we can to a family who has asked for nothing but justice.

SHOULD S'POREANS SERVE NS WHEN SAF IS UNACCOUNTABLE FOR NEGLIGENCE?

I refer to “High Court strikes out lawsuit against SAF brought by family of dead NSF”.

The life of NSF Private Dominique Lee was cut short during his service to the country. Dominique had died from an allergic reaction to zinc chloride, a compound found in smoke grenades. During an exercise, six smoke grenades, 3 times above the safety limit., were used. Failure to observe safety protocols constitutes negligence.

Despite being negligent, SAF, Private Dominique’s PC and the chief safety officer of the exercise will get away scot free. This is because of a loophole in the Government Proceedings Act which allowed the judge to strike out the lawsuit. Singapore’s law has again failed to protect its citizens, another sad day for justice.

This has grave implications for every male Singaporean, beyond the 2-year NS stint into reservist. We are now expected to pay a heavy price to serve our country under a you-die-your-own-business government.

Laws enacted by a one-party government serves to ensure minimum accountability and in this case, none. Is this not another sign of a morally-bankrupt government?

To rub salt into the wound, Captain Chia has said he “sincerely hopes that the family of the late Dominique will finally have closure over the matter and move on with their lives”. Closure when all those responsible for Dominique’s death are not held accountable? Should Captain Chia’s loved one be killed by the negligent action of another person, will Captain Chia be so forgiving if no one is held accountable?

Would the defendants not be held accountable if a white horse had been killed instead of NSF Dominique? Would Chia even dare to tell the white horse’s parents to move on with their lives?

A life has been lost through no fault of the NSF and the right thing for the government to do is issue a formal apology and compensate the family.

According to Judicial Commissioner KannanRamesh, the 3 defendants are “not liable to lawsuits for negligence for deaths if the acts are certified to be attributable to service”.

In layman’s terms, the SAF will not be held liable for negligence for deathsin a court of law. Should any father’s mother’s son be serving NS to defend our ‘home’ when the government will not be held responsible nor accountable for negligence resulting in death?

SAF GENERAL: DOMINIQUE LEE'S COMMANDERS WERE PUNISHED UNDER MILITARY LAW FOR NEGLIGENCE

The SAF offers our deepest condolences to the family of the late PTE Lee Rui Feng Dominique Sarron. We are deeply sorry for the untimely and tragic loss, and the anguish and distress brought to his family. We respect the wishes of the family to determine the reasons behind PTE Lee’s death. When any of our soldiers are injured or killed, the SAF will do its utmost to determine the cause and improve our safety standards to prevent any recurrence. Those responsible through their rash and negligent acts will be held accountable under our Military Court and Criminal Law Courts.

On 3 March, the High Court struck out the lawsuit filed by the family of the late PTE Lee against the SAF and the two officers involved in the incident. To clarify issues that have risen in response to this judgement, we set out the key findings as determined by the Committee of Inquiry (COI) in 2012 and the Coroner’s Inquiry (CI) in 2013.

CORONER’S FINDINGS

The CI was an open hearing that had provided for all interested parties to make their representation, including the family of the late PTE Lee. At the conclusion of hearings, the coroner found that PTE Lee had “died from acute allergic reaction to zinc chloride due to inhalation of zinc chloride fumes”. The coroner also found that this acute allergic reaction was “unlikely to have been predicted”.

The coroner noted that more smoke grenades than necessary were used during the exercise, but could not ascertain whether the acute allergic reaction was due to concentration and/or the mere exposure of zinc chloride fumes.

The coroner also noted that PTE Lee “had under played and under declared his asthmatic condition”. None of the other asthmatics in the same platoon reported any adverse outcome from the exercise or exposure to the smoke.

Smoke grenades which produce zinc chloride fumes have been in use by many militaries, including the SAF since the 1970s. PTE Lee’s death directly attributable to zinc chloride inhalation is the first on the SAF’s records in over thirty years of use.

COMMITTEE OF INQUIRY’S FINDINGS

The independent COI, convened by the Armed Forces Council, found that the number of smoke grenades discharged and the distance between the smoke grenades were not in accordance with the limits and minimum distance specified in the Training Safety Regulations. The COI also noted that PTE Lee's medical classification and vocational assignment were in line with guidelines, and that medical aid rendered was timely, proper and adequate. These full findings of the COI were presented in Parliament through a Ministerial statement in 2012, including the actions taken to address safety lapses.

LIABILITY FOR ACTIONS

We would also like to address the misperception that SAF servicemen injured or killed cannot seek legal recourse under military rules. This is incorrect. SAF personnel can be charged and punished in the criminal courts for Penal Code offences of committing rash and negligent acts, even during the course of their military duties. The Attorney-General’s Chambers (AGC), not the SAF, decides if the evidence warrants this course of action. For example, in 2004, four servicemen were charged in court for causing the death of another serviceman during combat survival training. More recently, a senior instructor was charged and convicted of instigating a full-time National Serviceman to commit a rash act, and attempting to pervert the course of justice. The jeep overturn incident resulted in the death of a full-time National Serviceman. In both cases, the servicemen responsible were found guilty, and sentenced to imprisonment.

In PTE Lee’s case, the Coroner found that PTE Lee had died of an unforeseen acute allergic reaction to the smoke grenade fumes. As PTE Lee’s acute allergic reaction to the smoke grenades thrown by the Platoon Commander was not reasonably foreseeable, no criminal charges were brought against the two officers.

The SAF has however taken administrative and disciplinary action against the two officers. While the CI and COI did not find that the two officers were directly responsible for PTE Lee’s death, the two officers were summarily tried in 2013 for negligent performance of lawful order or duty, found guilty, and punished according to military law.

IMPROVEMENTS TO SAFETY

The SAF had since 2012 taken several measures to strengthen training safety across the whole SAF. This included the setting up of a Safety and Systems Review Directorate, the convening of a Respiratory Medicine Specialist Advisory Board to review medical classification on Asthma, and the deploying of more safety officers on the ground as full-time Unit Safety Officers. New N452 smoke grenades were also introduced to replace the smoke grenades used in that training exercise.

SUPPORT FOR THE FAMILY OF PTE LEE

Before the most recent suit, the family of PTE Lee had previously taken out a pre-action discovery application, which they subsequently withdrew. The court had awarded costs to MINDEF, but MINDEF had waived the legal costs.

MINDEF and the SAF have been extending help to PTE Lee’s family throughout this period, and remain committed to assisting and providing support to the family. Since the incident, welfare grants have been disbursed, and an offer of compensation has been made to the family, based on the full extent allowed by the compensation legislation. To respect privacy and maintain confidentiality, compensation amounts are not disclosed, but are generally two to four times that of amounts provided under the Work Injury Compensation Act for incidents arising from training and operations.

Once again, the SAF offers our sincere condolences to the family of PTE Lee. The SAF values the life of every soldier and recognises that we are responsible for the sons of Singapore placed under our charge. We will uphold safety standards while ensuring that we build a strong National Service force able to defend Singapore.
